Yes, the US does. It's called "deductions" and 'tax credits'. Some
individuals with no reportable income get a 'refund' of several thousand
dollars; others get more back than they paid in; others just get a
deduction on their owed income tax. Some states have similar programs to
bolster the federal return as well.

Actually, that's what an intact family gets paid from the government!

Now if she gets divorced, she gets that plus a good chunk of change from her
ex too!
