Who the HECK is this Child Welfare League of America
and what kind of brain fart said they would have any
legal right to investigate agency corruption?

SLIGHT conflict of INTEREST??

Was this brain fart plan before or after the plan involving the State
Police?

How qualified are the State Police in regard to
"shaped evidence" used in court?

Isn't that a bit OUT of the skill set for the State Police?

Erie County Council Considers Outside Investigation of OCY

The Erie County agency charged with investigating child abuse and
neglect may soon undergo an extensive investigation itself. Erie County
Council considered a measure at its Tuesday night meeting, to fund a
$111,000 probe of the Office of Children and Youth. The Child Welfare
League of America, based in Washington, D.C., would conduct the
investigation. OCY has been under a cloud since the May, 2004 death of
14-year-old Brittany Legler, a teenager who died while in an abusive
home where she was placed by OCY. Subsequent investigations show that
school officials had repeatedly warned OCY of problems in the home.
Looking into the case has been difficult, even for an internal panel
investigating, because of privacy issues and the sensitive nature of
dealing with neglected children. The Child Welfare League's probe will
be the first one of OCY in almost 30 years. OCY handles the cases of up
to 2,200 neglected and abused kids each year. County Council will take
a final vote June 21st on whether or not to fund the investigation.

Pennsylvania State Police will conduct a criminal investigation into
former legal practices at the Erie Office of Children and Youth.
Erie County District Attorney Brad Foulk made that announcement late
Thursday afternoon, after meeting with members of law enforcement
earlier in the day.
The probe will look into allegations that legal staff at O.C.Y. shaped
evidence to mislead judges into ruling against parents in child custody
cases.
"It doesn't matter who you are, if you are tampering with the court
system, trying to predetermine outcomes without due process and
irrespective of the facts and the evidence," says Foulk, "you are going
to be held accountable, I don't care who you are."
Foulk says he expects the investigation to take several weeks before
any findings can be made public.

Oh, you mean that the police that serve the court under orders of the
court and the DA to find and present evidence of corruption wouldn't be
the people to send out for this question:

No reason to. Most state police agencies are well equipped to do
investigations of this nature, and a wide range of other cases. In fact
the are most often used to investigate OTHER police agencies in the

Default PA OCY "shaped evidence" to subvert due process

Are you pretending that all government records are
available to the PUBLIC in a timely fashion?

If so I'd like to see the records on expenditures
on my own family's case.
It's only 5.5 years old.
