By Christina Jewett - Bee Staff Writer Published 6:39 pm PDT Monday, March 19, 2007 http://www.sacbee.com/101/story/140594.html Child Protective Services officials received seven separate reports of neglect of Daelynn Foreman in the five years before the 12-year-old girl starved and died last July, but she was never removed from the care of her mother, documents obtained by The Bee indicate. Foreman was found dead weighing 23 pounds this summer, and her mother, 33-year-old Brandy Foreman, was charged last month with homicide, neglect and methamphetamine sales. Documents released to The Bee under the state Public Records Act outline seven separate reports, and two cases that were substantiated. Lynn Frank, director of Sacramento's Department of Health and Human Services, oversees CPS and said Monday that Foreman had deceived all the agencies involved with her daughter. "She was just very believable when she talked to staff about this case," Frank said. Since Daelynn's death, Frank said an investigation resulted in "personnel actions." She would not elaborate. If you are suggesting to abolish CPS, what are you suggesting as a way to monitor abuse allegations? I fully agree that the system is in need of an intense overhaul. I was wondering if abolishment was previously discussed. FYI, I live in Georgia. Stories like this one are unfortunately far too common. We hear constant excuse after excuse regarding why instances like this keep happening, from too large of a caseload to poorly trained. The general public always wants someone to blame. You suggest contacting my candidates. Any suggestions on what to ask or how to approach them? |

Let's remember the parents and other family members who truly harmed the child. At what point in this world did we decide that it was up to the government to raise our children? Don't sit there and watch the house burn down from the fire, never call the fire department to report the fire, then complain because it took them too long to get there to put out the fire causing the fire to destory the entire house. I say grab your water hoses, fire extinguishers, call 9-1-1, help your neighbors. Do your civic duty. You say "whoopee" because another child died. CPS didn't kill her. THIS is what BILLIONS in taxes pay for? It's worse than nothing. The agencies BOTH fail to protect when they should AND remove kids to GREATER danger when they were actually safe. It's like forcing THOUSANDS of kids to get a vaccine that kills 2% of those who get it because it might protect 1% of those kids in the future. CPS doesn't believe in the "First, Do No Harm" concept. |
