Washington Mayor to Fire Six Workers after Jack Girls Found Dead

Mayor of Washington, D.C., Adrian Fenty announced he would fire at least
six child welfare workers in connection with the four dead girls who had
been found Wednesday when deputy U.S. marshals served an eviction notice
at an apartment.

The girls ages 5, 6, 11 and 16 are believed by authorities to have been
killed sometime in late spring or summer as their bodies were in an
advanced state of decomposition. The girls’ mother Banita Jack, who has
been charged with murdering her children, allegedly had been living with
the corpses for several months.

Kathy Lopes, a social worker at the school where the oldest girl,
Brittany was a student tried twice in April to raise concerns about the
family, after the girl missed the courses for 33 days in a row.
According to the tapes, which Fenty played at a news conference Monday,
Lopes describes how she visited the house, but was not allowed either to
enter or to talk with the oldest girl, although she saw her inside the
house. She also saw the other girls watching TV inside the house.

The girl’ mother further told Lopes that she would not allow Brittany to
go to school because she was afraid that the girl might run away.

Following her visit to the house Lopes called at the Child and Family
Services Agency and after that to the police expressing her frustration
at being transferred among several departments.

She further warned the employers at the CFSA “the mother is suffering
from some mental illness and is holding all the children hostage,” the
tape said, according to Washington Post.

Lopes received Fenty’s admiration, while six employees at the CFSA were
fired due to inadequate response to the warnings sent by Lopes.

“Unfortunately, she stands out really because so many other people
didn't do their job in the way they're supposed to. The sense of urgency
that she showed should be shown in every case and every call that comes
through our hot line,” Fenty said, according to the Associated Press.

In response, Sharlynn Bobo, director of the CFSA expressed her regret
for the way the case was handled.

“We deeply regret — I deeply regret — our failures in responding
effectively and rapidly to this family,” she said.

More workers could lose their job as an investigation on the case
continues, Fenty said.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.

At exactly what point, prior to finding the girls dead, by accident as
it were, delivering an eviction notice, was there enough information
to
either act on exigency and force entry, or was their enough
information
to obtain a warrant to enter?

Refusal to allow the children to speak to a worker is a time honored
ploy of the antiCPS folks standing on "Violation of Civil Rights," as
is
refusal to allow entry at all on the same claim of 'parental rights.'

Tell a judge you had a report that the children were not attending
school, the mother had prior contact with the agency, and a school
teacher was concerned because she hadn't been allowed to talk to the
children THAT NO LONGER ATTENDED HER SCHOOL, and watch the judge make
a
thumbs down at you.

No warrant will issue except on....etc.

Remember, boyos? No INJURY WAS REPORTED on these children. And as Greg
likes to say, "neglect" is not serious enough when collecting data to
count it as 'abuse.'

And for that matter no neglect was actually seen prior to their death.

(Unless the Grandmother knew of it and kept it to herself...Greg's
favorite kind of Grandmother).

Name the condition that existed that would have produced a warrant or
allowed for exigent circumstances. And do NOT name anything that was
found out only AFTER the fact.

Only what was KNOWN before.


Yes, lack of 'imminent danger' that eventually ended in the deaths of the
children.
Still, I can't help but wonder if CPS had persisted, would they have found
sufficient cause when the bodies began to deteriorate and the stench would
have raised suspicion to those knocking on the door requesting admittance?
This was an apartment?
I wonder why no one in the building made complaints about the odors that
must have been present and obvious.
Awful, just awful.
However, nothing, as you point out FM, was evident to warrant further
interaction by the state.
The complaint that initiated the contact with DFS was that a sixteen year
old girl was not attending classes.
I believe that in most, if not all states, children can drop out at 16.
I hardly think that once DFS visited the home and saw the child, as well as
the other children, they had no call to further investigate.
I wish they had though.
