18 'parking meter cheaters' to be charged

CLEVELAND -- Cuyahoga County's "parking meter cheaters" will soon face criminal charges as a result of a Carl Monday undercover investigation last fall. County workers parked outside the Virgil Brown building downtown were rigging meters with popsicle sticks to get free parking. The illegal practice was going on for years, until Carl Monday blew the whistle. The police intelligence unit reviewed the Channel 3 video and turned its findings over to the city prosecutor. Friday, charges are expected to be filed against 18 of the workers caught on hidden camera. The workers are employed by the Child Support Enforcement Agency and Jobs and Family Services.
