and ask if increased screening, drug testing and policing
of Fosters wasn't on the agenda!

Is immunity better than fixing the problems?

There is a limit, legally, to how "hard" one can check. The state
cannot, for instance, place cameras and mics in anyone's home, not even
foster parents.

They do all the required LEGAL checking they can do, or afford.

I'd hardly like to do that given my comments about abusive foster
parents here in this newsgroup. Have you not understood my posts, or are
you lying about them?

I'm unable to answer, since I made no claim for immunity for foster
