It is not "making" a legal case..The CO law is quite clear and he

I quite agree, except that doesn't seem to be the case here. Remember, she
made the move on him. Granted, he should certainly have said "no", but
given that, and the short time she was actually his ward, actually taking
it through the courts - as opposed to an internal disciplinary matter -
seems rather a waste of resources.
