Cases involving abused and neglected children should be a higher
priority in the court system and the federal government should

who termed it *unquestionably broken.*

The head of California's DCFS admits that half of the children within
California's massive CPS foster care system, do NOT need to be there; and in so
placing children they are put into dangerous and often unsafe situations.

Most states want waivers from foster care to provide services to mostly
troubled, addicted families.
