Barbara Lawton, delivering the keynote speech at the annual banquet of the Madison branch of the NAACP, painted a grim picture of the lives of African-Americans in Wisconsin and urged the group to renew efforts to fight poverty and racism. "This generation must address the growing economic inequality as a precondition to discussing race," Lawton told several hundred members of the local chapter of the group she called "the oldest and boldest" of the nation's civil rights groups. She wasted no time Friday night in presenting a "wretched" set of statistics showing there is an extraordinarily long way to go to bring about the equality the NAACP has fought for during its 95-year history. "Black women are three times as likely to live in poverty" than white women, she said, adding that unemployment among black women is four times higher than that for whites, while the college rate for black women is half that of whites. But the most startling figures had to do with children. "Over the last 20 years," Lawton said, "while the white mortality rate for young people aged 15 to 24 decreased by 24 percent, it increased by 73 percent for African-Americans in Wisconsin." And, she added, "infant mortality rates show that African-American infants are three times as likely to die in the first year as white babies." Wisconsin also is near the bottom of states when comparing high school graduation rates, with a gap between whites and blacks that is the second highest in the nation. In addition, Lawton said, "black children were six times more likely than whites to live in poverty. It is the highest gap in the United States." Add in the rate of imprisonment, where the rate for blacks is 11 times that of whites, and it leaves a "grim reality" that must be the center of public discussion, she said. "We can't duck a conversation about race in every aspect of public life." "The inescapable truth that they amass," Lawton said of the figures, is that there is "an America where you may choose your seat in the diner or on the bus, you may vote ... but your children are more likely to die young." But Lawton was not as gloomy as the weather outside the Marriott. "Our Constitution gives us the structure for a remedy," she said, adding, "I agree with (the late Supreme Court Justice) Thurgood Marshall that no problem existed that couldn't be solved by appropriate application of the U.S. Constitution." She added, however, that "unless we extend the process of the Constitution to all, it will protect none." She urged the group to continue in its tradition of providing both the public conversation on discriminatory practices along with the hard work it will take to bring about an end to discrimination. Numerous awards were handed out during the banquet, including one to a very special woman from Milwaukee. Mattiebelle Woods, a longtime social columnist at the Milwaukee Courier newspaper, was given a painting, with Madison Police Chief Noble Wray and attorney Yolanda Woodard making the presentation. Woods is 102 years old and still writing. |
