Foster mom canceled DSS visit two days before toddler died

Two days before her foster child died of an apparent heart attack, Dontel
Jeffers' caretaker canceled an appointment to meet with a Department of
Social Services worker at her Dorchester home, the agency said.



``They should have known then and at that moment, they should have
gone right there,'' said the boy's grandmother Agatha Jeffers. ``When
(foster mother) Corinne (Stephen) called and canceled the appointment, they
should have gone right there.''



Dontel, 4, died March 6 at Caritas Carney Hospital. No cause of death
has officially been released, but investigators said it appeared the boy had
been beaten and bound before he arrived in the emergency room.



``At the time it didn't seem like a red flag,'' DSS spokeswoman Denise
Monteiro said. ``In hindsight it does.''



Monteiro said the visit was scheduled to see how the tot was adjusting
to life in his new home where he had arrived 10 days before his death.



``It's customary in the Mentor Program to schedule a visit in the first
week,'' Montiero said.



DSS placed Dontel in a foster home Feb. 24. Relatives said his mother
Chrystal Claiborne's ongoing drug abuse made it impossible for her to care
for the boy. He was placed in a foster home, while DSS processed Agatha
Jeffers' paperwork requesting custody.



Montiero said Jeffers' case worker, who had established a relationship
with the boy, wanted to see him that Friday - March 4 - but the foster mom
asked to reschedule.



``Foster parents are very busy,'' Monteiro said. ``It's not uncommon
for them to have to reschedule appointments.''



Suffolk District Attorney spokesman David Procopio refused to comment
on the new information or whether it was a piece of their investigation.



``We're continuing to present evidence to the grand jury to analyze,''
he said. ``We're conducting a very thorough investigation.''



Dontel died of cardiac arrest, but it has not been said what caused
that.



The boy's paternal grandmother said she is resigned to the long wait

This is like saying that the States of New York, California, Florida, Texas,
New Jersey, Nebraska, Mass, Oregon, Colorado, Georgia and Washington D.C.
have 52 times more homicides than Rhode Island. Wow. Rhode Island
accounted for only 1 percent of the homicides in the United States.

Ron, the foster care population is a fraction of one percent of children in
the general population. That's why USDHHS data is broken down into "per
1,000" children figures. The only way to compare disparate populations is
with per capita rates.

Children are eight to ten times more likely to be abused in state care
than they are in their own homes.

USDHHS makes the facts available each year in Child Maltreatment. This
years' data clearly shows that children are abused in foster care at rates
many times that of children in the general population.

This is but one of the reasons that your governor has declared the state
makes bad parent and set about reducing the foster care population. The
blue ribbon committee appointed by the governor in Nebraska is working not
only to reduce the foster care population but scale down the number of
children entering the system.

The California investigative series published recently shows an even higher
rate of foster care abuse. New Jersey's report last year topped all others,
with rates of abuse in foster care as high as 100 per 1,000 children. A
Washington State study showed 27% (270 per 1,000) of foster children were
abused or neglected in foster care.

Dontel died of cardiac arrest, but it has not been said what caused
that.



The boy's paternal grandmother said she is resigned to the long wait
for a definitive cause of death.

``I can't do nothing about it. We'll have to wait,'' Jeffers said.

This is like saying that the States of New York, California, Florida,
Texas,
New Jersey, Nebraska, Mass, Oregon, Colorado, Georgia and Washington D.C.
have 52 times more homicides than Rhode Island. Wow. Rhode Island
accounted for only 1 percent of the homicides in the United States.

Ron, the foster care population is a fraction of one percent of children
in
the general population. That's why USDHHS data is broken down into "per
1,000" children figures. The only way to compare disparate populations is
with per capita rates.


The problem with your theories is that you once again compare apples and
oranges.

Try comparing the general population of "At Risk" and "Special Needs"
children, their deaths, and the deaths in foster care doug.

Once again you spin for all you are worth. Raw per capita rates should
never be used when making comparrisions. Doing so skew's data and outcomes.
Just as you prefer it. To make comparrisons one must use data from like
groups. You fail to do so, again.

its achieved, or who provides it.

I know that you have little concept of what's actually happening here pop,
and quite frankly I have no wish to explain it to you. Either use you eyes
to read, and your brain to draw conclusions, or continue to show yourself
for the ignorant idiot that you have taken such pains to display yourself as
of so far.
