Man, Woman Accused Of Torturing Step-Grandson

TACOMA, Wash. -- Prosecutors say a 33-year-old woman and her husband
repeatedly tortured their step-grandson for the last three years.

According to prosecutors, a 33-year-old woman and her husband spent
three years repeatedly abusing and torturing her step grandson despite
repeated reports of abuse to Child Protective Services, reported KIRO 7
Eyewitness News.

The 12-year-old boy and his siblings went to live with Loni Venegas and
her husband in the South Hill neighborhood of Tacoma after their mother
was killed in a traffic accident.

Investigators said reports alleging abuse had been filed with CPS by the
boy’s teachers, school counselors and neighbors. They were notified
three times 2004, twice in 2005 and again in 2007.

“There were plenty of reports made to CPS over the last years regarding
torture and abuse and assaults to the point where it’s unbelievable,”
said Detective Ed Troyer of the Pierce County Sheriff’s Department.

According to official court documents, Venegas would use a fork to cut
the backs of the boy’s legs and thighs, and then poured vinegar on the
wounds while he stood in the bathtub. Documents said she allegedly beat
the bottoms of his feet with bamboo sticks and choked him until he
nearly passed out.

Last week the boy walked into the South Hill police precinct with a
neighbor and told deputies he was being abused, authorities said.

Investigators said that after Venegas was arrested the child was
returned home by CPS where he was locked inside by Venegas and her
husband, Remil, until he was finally taken to a foster home.

Kathy Spears of CPS told KIRO 7 Eyewitness News reporter Kevin McCarty
that the boy was only returned to the home because a safety plan was in
place that would require him to live in the backyard trailer with his
grandfather, away from his grandmother.

citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.

I hope anyone who reads this can clearly see that the comments above
are absurd when compared to the quoted news article.
This 12 year old boy was placed with relatives (family) when his
mother died.
He was abused at the hands of his family, as the article states, and
then placed back in the home of his family.
Family unfriendly indeed!

I understand Greg is going to help the boy sue CPS because they
returned him to his family.

With the requirement that he live in a trailer in the backyard.

Plus utilizing the shower for punishment.

What coincidences!!!

I'm waiting for me. This is one thin story, as they go.

Something made CPS NOT respond to reports.

And when there's a big crowd of folks after the fact, clucking and tut
tutting like this, I get a very quesy feeling that calls WERE NOT made
with enough commitment and detail to put CPS onto the actual levels of
abuse.

Folks are afraid of folks that abuse kids. And people have to sleep,
just down the block.

We've seen stories of people SAYING they were afraid to report.

There's more than likely enough blame to go around.

Now if CPS had the story in sufficient detail and accuracy and full
facts and didn't act, then hang'm for not doing so.
