TACOMA, Wash. - A man charged with kidnapping, raping and killing a
12-year-old girl was referred to law enforcement officers in 2004
through an anonymous tip, but the complaint could not be verified, The
Seattle Times reported Thursday.

According to heavily redacted documents, released to the newspaper by
Child Protective Services under a public disclosure request, the state
agency was told in January 2004 that Terapon Dang Adhahn was having sex
with a 15-year-old girl who was living with him.

The same caller, claiming to have firsthand knowledge of the
relationship, then contacted the agency less than a week later with an
address for Adhahn.

A screener for the agency referred both the initial report and the
address to the Pierce County sheriff's office, said Dawn M. Cooper, a
CPS supervisor.

Sheriff's Detective Ed Troyer said a detective went to the address but
found Adhahn was no longer living there and closed the case without
filing a report because it was a third-party complaint that could not be
verified.

Adhahn, 42, has been charged with aggravated first-degree murder,
kidnapping and rape of Zinaida "Zina" Linnik, 12, on July 4. He has been
charged with rape and other offenses involving two other girls and is
under investigation in the abduction and slaying of Adre'Anna Jackson,
10, of Tillicum, on Dec. 2, 2005.

"Obviously, knowing then what we know now, it's a bit sickening," Troyer
said Wednesday, "but when you have a thirdhand report and it doesn't
check out, we don't have the resources to check up on all those things.
We find a lot of third-party reports aren't true."

Cooper also said CPS should have investigated.

The screener referred the case to the county because Adhahn was not the
girl's parent or legal guardian and the state agency investigates
reports of abuse only if a parent or guardian is involved. But Cooper
said the 15-year-old girl's mother should have been investigated to
determine whether she was failing to protect the teenager from abuse.

"In retrospect, I would have screened it in with the mom as the subject
of the referral," she said.

CPS procedures have since been changed to require that a supervisor
oversee decisions to accept or reject complaints.

Cooper also said Adhahn's name apparently was not checked against the
state's sex offender registry following the complaint. Screeners do not
routinely check the registry unless a complaint includes specific
information that someone is a registered sex offender.

Adhahn was required to register as a sex offender after being convicted
in 1990 of incest following a violent attack on a family member. He was
registered as recently as 2004 but later moved and did not register again.
