Among children in foster care, minorities are in the majority.
Disproportionate numbers of black and Hispanic households are referred
to foster-care officials, are investigated for abuse and have complaints
against them upheld by investigators.

Such intuitively obvious facts, gleaned from a recent federal report,
are not only news to The Hartford Courant, they're the stuff of banner,
front-page headlines. And according to the state Department of Children
and its attendant special interests, racism — what else? — is behind
these imbalances. To try to reverse them, the DCF spent two years and
lots of money developing and implementing a plan that relies heavily on
diversity but does next to nothing to get at the cause of the problem.

Is it racist that two-thirds of black children and 62.7 percent of
Hispanic children in Connecticut were born out of wedlock in 2004,
compared with 17 percent of white children? (Nationally, the rates were
69.3 percent, 46.4 percent and 24.5 percent, respectively) Is it racist
that black and Hispanic students are three times more likely to drop out
of school than whites? Is it racist that black and Hispanic teens are up
to four times more likely to get pregnant out of wedlock than white teens?

When people bring children into this world before they have the means
and maturity to raise them, their children are at much greater risk of
ending up in foster care. Most women who spawn outside of marriage, and
just about everyone who doesn't finish high school, condemn themselves
and their offspring to unnecessarily difficult lives. Economic and
cultural Darwinism doesn't give a hoot about race.

The foster-care system's demographics are the consequence of the poor
personal choices of irresponsible people, not the clichéd boogeyman of
race-baiters and poverty pimps. And no government program will ever set
things right. In fact, chaining the wayward to the government only
magnifies their errors because it removes any incentive for them to
become independent and self-reliant.

The DCF and the special interests say the racial imbalance in the system
can be fixed with more diversity. A more sensible approach begins with
teaching children of all races, unambiguously and repeatedly, that they
stray from the time-tested formula for success — finish school, start a
career, get married, have children — at their and their children's risk.

CPS Does not protect children...
It is sickening how many children are subject to abuse, neglect and even
killed at the hands of Child Protective Services.

child abuse crosses all economic, class and race lines.

Where DID that mantra start anyway?

Was it the same place that said spiral fractures
are automatically child abuse?

Was it the same place that said SIDS deaths
are suspicious?

accusing large numbers of parents of
Munchausens By Proxy when it's actually
very rare?

Was it the same place that caused caseworkers
to go into hysterics and imagine thousands of
cases are real because they found one real one?

others people children and you can get gone from all CPS issues
entirely. I will not be sad to see you go.

You could start a program for the homeless men in your area, get them
organised into neighborhoods for collecting cans so no one is
collecting on each others turf. or, teach them your cat training
skills, create a cat circus.
Do anything to make your self useful to society greg
