I think it's because you imply that she's immature if she doesn't.

Well, I do think there's an element of immaturity
in allowing fear to make one's decisions. Does that make
someone a bad person? Of course not. We all have times
we're less mature than we would ideally be. Would you
expect me to say that making decisions out of fear was a
mature thing to do, something to aspire to? I think not.
We're all human, and none of us perfect, but that doesn't
mean that all choices are created equal.

I don't make a judgment either way and I don't see a need to.

I agree with toypup. I see no need to characterize the decisions of
another as mature or immature, courageous or weak, good or bad.

It's fine to set goals for yourself. But not for other people.
