As the head of DSHS, she's scrambling to explain how and why her agency
failed a 12-year-old boy who has been tortured and abused.

She's scrambling in to convince people that DSHS is capable of
protecting children.

She's scrambling to persuade critics in law enforcement that her people
can do the job.

She's scrambling to re-build even a small measure of public trust.

In truth, it may be too little too late. Over the past quarter century,
DSHS has hop scotched from one crisis to another .

Murdered children.

Abused children.

Raped children.

Tens of millions dollars in settlements paid out.

DSHS is weighted down by its own culture. It's a morass of contradictory
policies, inept decision making and a middle management that's a role
model for bureaucratic bungling.

In short, I think Robin Arnold-Williams is taking on an almost
impossible task.

But easily the most disappointing thing I've heard in this ugly chapter
of DSHS history came from Governor Gregoire.

She said: "I can't turn this ship around in the brief time I've served
as governor."

To which I say: You're wrong governor.
