No, he is a person who was awarded the degree of medical doctor, which is
indicative of an intelligent, educated person.

Making the claim does
not compute to being a doctor! He can claim to be a doctor all he
wants...still doesn't make it so.


Once he has the MD degree, he can call himself doctor allhe wishes. That is
an irrefutable fact.
