The response of the Children's Network to state budget cuts is sadly
predictable: whining and buck passing. In a June 5 story in The
News-Press, Children's Network CEO Nadereh Salim blames everything on
the Florida Legislature. But while the Legislature imposed inexcusable
cuts, the Children's Network made the worst of a bad situation.

Every region in Florida faces cuts, but the cuts will hit hardest in
Circuit 20 - and for that Children's Network and the Circuit 20 region
of the Department of Children and Families have no one to blame but
itself. Their stumbling and bumbling have magnified the impact of the
cuts - taking away a safety net other districts took great pains to weave.

Florida negotiated a waiver with the federal government making it the
only state in the nation where it is possible to take a huge pot of
federal foster care money and transfer some of that money into
prevention. Typically, regions do this by using money saved through
reducing the number of children placed in foster care. Those savings can
cushion the blow of state cuts.

Statewide, in 2007, the number of children torn from their families fell
19 percent - with no compromise of child safety. Indeed, as in past
years, districts that took proportionately fewer children did a better
job of keeping children safe. Thanks to the waiver, these districts
should be able to keep savings from reducing foster care and plow them
into cushioning the blow from budget cuts.

But not Circuit 20, which caved in to media pressure and careened
headlong into a foster-care panic that shows no sign of letting up. The
number of children torn from their parents in Circuit 20 soared by 18
percent in 2007 - on top of a 28 percent increase in 2006. No place else
in Florida performed as poorly.

Instead of making children safer, the panic only diverts time and
attention from finding children in real danger. The June 5 story
includes a perfect example: What child in true peril was missed while
the Children's Network forced Kermit Price to jump through hoop after
hoop, and prolonged his child's agony in foster care, just because Price
smoked pot? With those kinds of priorities, it's no wonder that, even as
far more families were torn apart, key measures of child safety in
Circuit 20 deteriorated.

Instead of facing up to these failings, Children's Network probably will
try to weasel out of its responsibility by whining about how only DCF
controls the decision on removing a child. But DCF's ability to control
the number of children taken away depends in part on whether its lead
agency partner has the creativity and courage to craft a wide array of
alternatives to placement. Clearly Children's Network does not, and DCF
has shown no interest in getting Children's Network to do better.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.

Currently Child Protective Services violates more constitutionally
guaranteed liberties & civil rights on a daily basis then all other
agencies combined, Including the National Security agency/Central
intelligence agency wiretaping programs…

Children in foster care are three to six times more likely than children
not in care to have emotional, behavioral and developmental problems,
including conduct disorders, depression, difficulties in school and
impaired social relationships. Some experts estimate that about 30% of
the children in care have marked or severe emotional problems. Various
studies have indicated that children and young people in foster care
tend to have limited education and job skills, perform poorly in school
compared to children who are not in foster care, lag behind in their
education by at least one year, and have lower educational attainment
than the general population.

The highest ranking federal official in charge of foster care, Wade Horn
of the Department of Health and Human Services, is a former child
psychologist who says the foster care system is a giant mess and should
just be blown up.
