Default What does it cost to open a CPS *investigation*?

Let us have an aps poster who understands the topic of the ng. Let us have an aps
poster only interested in discussion CPS issues demonstrate the intelligence and
respect to post to the correct ng -- alt.support.child-protective-services.

Let us on alt.parenting.spanking have the strength to send all of Fern's
inappropriate aps posts to the ng where they belong.

One of the questions the Justices in North Carolina pondered in their UNANIMOUS
HOLDING Stumbo v DSS, 2003.

The Court in NC ruled that DSS, CPA there should screen out investigating,
also. Trivial, unimportant cases. However, CPS must INVESTIGATE TO PROPAGATE

What POSITIVES come from answering the quasi law enforcement officer's

Let us remember that child deaths (fatalities) have remained somewhere in the
neighborhood of 1200 per year.

Let us harken back to the days before CAPTA enactment when the figure of 8K
cases of abuse seem to reflect the seriousness of some child abuse.

Then let us fast forward to 1996--when 3M calls made, of which less than 3%
involved serious abuse.

But consider the industry which has exploded since 1974, and the obvious
intrusions which lead CPS to be the most disrespected institution in the US.
