Foster parents face charges

Ten children are in protective custody following the drug investigation
of a pair of Granby foster parents and a Division of Family Services
(DFS) case worker.

Wayne and Christel O'Neal, ages 32 and 29 respectively, appeared in
Newton County court this morning in response to a criminal summons
issued Monday on two second degree charges of Endangering the Welfare of
a Child. The O'Neal's are foster parents.

Meanwhile, the couple's DFS contact, Nova Propes, 44, is faced with the
same two counts of Endangering the Welfare of a Child in the second
degree. Propes worked in the Neosho office. Her residence is listed as
20824 Norway Rd., Neosho.

According to Newton County Sheriff Ken Copeland, a search warrant was
carried out Aug. 17 at the O'Neal's Granby home at 225 E. Newton St.
after foster children told authorities they had witnessed the couple
smoking marijuana on several occasions with Propes inside the master
bedroom of their house.

A small amount of marijuana was found in the home, as well as drug
paraphernalia, though Copeland didn't know specifically what was taken.
Law enforcement officers also found pornography videos. None of it was
child porn, Copeland said.

No arrests were made at that time. Ten children, four boys and six
girls, ranging in age from two to 17, were taken into protective
custody. Two of the kids were the O'Neal's biological children. The rest
were foster children.

Today, Copeland said the O'Neal's alleged in court that Propes had
tipped them off that the law was coming and had flushed some of their
drug stash down the toilet before officers arrived. Propes had been
called in by her superiors about the allegations and was placed on
administrative leave. After the meeting, she reportedly telephoned the
O'Neals.

Copeland didn't know how long the couple had known Propes.

Both Wayne and Christel O'Neal are scheduled to be arraigned on Sept. 4
in Judge Gregory Stremel's Division II courtroom. Propes' arraignment is
slated for Sept. 17 in the same courtroom.

“It's a sad situation when we have kids taken from abused homes and put
into a place where they continue to be in jeopardy,” Copeland said.
“It's crazy.”

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
