Hmmmm. I just tried it again and it picked up three relevant documents. Is
it possible that you included quotes around your search terms? Because I
only intended for you to enter those particular terms as individual keywords
to zero in on smaller number of matches, not as an exact phrase. If you did
put quotes around it, Google will try to find an exact match of that phrase.
If that's the case, try entering: adoption AFCARS 93.603 foster (without
any quotes).
