"Often" is rather squishy. From my own experience, one-on-one
attention isn't necessarily enough to make it possible for an
8yo to concentrate enough to learn basic arithmetic.

Since the 8yo in question is now an A student in physics at
one of the toughtest universities in the USA, I suspect that
lack of native ability wasn't the problem.

Not mentioned is the effect on social learning. One-on-one
aides aren't much help in learning to read social cues from
peers -- and, again IMHO, those can have more of a lifelong
effect on quality of life than the classroom concentration.
