Not orphanages,---- these children have parents.

CAPTA legislation has not proven its efficacy to many families.

DESCRIPTORS; NJ, RESIDENTIAL TREATMENT, CHILD PROTECTIVE, FAMILY LAW, LIBERTY
INTEREST, NEW JERSEY, BEHAVIOR MANAGEMENT.

DHS, DFS, DHR, FSSA, CYFD,ACS, ACF, FIA
