CPS can NOT enter homes w/o warrant. Except emergency

CAPTA REAUTHORIZATION BILL OF 2003 clarifies that case workers cannot enter homes without Court-issued warrants. Except if there is an emergency., for example, kids bleeding, someone has a weapon, etc. In which case, CPS will bring police with them. If they force their way in, grounds for lawsuit.
