As I said recently, I have know that PA sucks as far as Child Protection is concerned, but I haven't the time to examine it closely enough to pin down the causes. Did you forget I said that? I suspect they have, for want of proper funding, just like all states, for the size and scope of the problems of child abuse, done a lot of creative work trying to take up the slack. That usually results in bandaid actions with bandaide results. The problem grows worse. That has been the case in every state I've studied. And apparently those that Pew and other's have studied. 0:- |
