Tyler DeLeon, Kyeimah Spann, 16-month-old Justice Robinson and
6-week-old Raiden Robinson: members of a grim registry of children whose
deaths or injuries underscore the inadequacies of our state's
child-protection system.

The latest is a 12-year-old boy removed from his grandparents' Pierce
County trailer after years of alleged torture, including beatings with a
bamboo stick and scalding. Teachers and police officers called Child
Protective Services eight times. The boy was taken from his
grandparents, but then inexplicably sent back. Another child slips
through the cracks.

Department of Social and Health Services Secretary Robin Arnold-William
is charged with giving a detailed and public accounting of what went
wrong. Gov. Chris Gregoire, who once worked in child welfare, wants an
improvement plan by the end of August.

DSHS has made some improvements since a class-action lawsuit several
years ago on behalf of foster children. CPS handles 80,000 calls a year
and investigates about half of them. About 95 percent of child-abuse and
neglect complaints are addressed within 24 hours if the child is in
imminent danger, 72 hours in nonemergency cases.

Additional caseworkers have been hired, shrinking the caseloads ratio
from 26 per social worker per month to 21.

These improvements mean most of the children under state care are safe.
But when a high-profile case rises to the forefront, as it did last
week, it is a reminder that the agency charged with protecting children
can do better.

Republican state Sen. Val Stevens is renewing her perennial call to
carve child welfare out of DSHS.

But a new arm of government isn't something to do overnight. For the
time being, the focus ought to remain on reforms of the agency we've got.

killed at the hands of Child Protective Services.
