By then, she had become the guy's girlfriend. CPS does nothing about it. May 2007: The public learns about the case. One month later, the caseworker, now a supervisor, is gone and CPS has changed its policy. No longer will CPS workers be allowed to date the child abusers they should be investigating. "With this policy change, it will be crystal clear to our employees that it is unacceptable for CPS staff to have romantic or sexual relationships with current or former clients," CPS spokeswoman Liz Barker Alvarez said. "The policy change goes into effect immediately." No. 1. Good for CPS, for injecting a little common sense into its practices. No. 2. Consider what it took to get CPS to inject a little common sense into its practices. It was five weeks ago that the story of Amy Gile and her boyfriend hit the newspaper. In 2000, three children were put into foster care and Gile was assigned the case. According to a confidential CPS report, Gile helped the father get his children back in 2002 and the CPS file was closed despite evidence of continued abuse. Later, after becoming the man's girlfriend, the report suggests she ignored the oldest child's complaint that he was continuing to abuse them. The romantic relationship came to the agency's attention in 2004, after the youngest showed up at day care covered in welts. Incredibly, CPS cleared Gile of any wrongdoing. Last month, Alvarez explained that CPS bars caseworkers only from dating people they are currently investigating and that Gile claimed to be unaware of the continued abuse. After the story hit public view, the governor and the head of Department of Economic Security, which oversees CPS, ordered a review into the agency's professional standards. Last week, the rules were changed to bar caseworkers from dating former "clients." Meanwhile, Gile was put on administrative leave and left CPS on June 12. Alvarez wouldn't explain the circumstances, and Gile could not be reached for comment. Alvarez said the policy change will be overseen by a new professional ethics committee that includes people from outside the agency. "The change that we are making is consistent with what's already in state law with licensed behavioral health practitioners," she said. "We just felt that that makes things much more clear." It does more than make things clear. It changes the rules, a move long overdue yet not accomplished until we got a peek under the shroud that covers and insulates CPS. "Why didn't they change the policy when this happened years ago?" asked Rep. Jonathan Paton, R-Tucson, who has called for openness. "Proponents (for CPS) say disclosure is not necessary, we will police our own and we will take care of matters internally. But this proves that that isn't true because they only changed their policy when it got public scrutiny." Paton is one of two lawmakers planning an August hearing into various CPS cases, including the case of three Tucson children who died of abuse on the agency's watch. In one of the cases, CPS advised the non-custodial father to keep his children. He's now in jail, charged with murdering them. CPS is mum about what happened. The Republic is suing to find out, and if our attorneys are smart they'll use the Gile case as Exhibit A for why the records should be opened up. Because when CPS makes mistakes, they're covered up, but when those mistakes become public, they're fixed. Because it's better for us when they're fixed and it's better for the agency. CPS perpetrates more abuse, neglect, and sexual abuse and kills more children then parents in the United States. If the citizens of this country hold CPS to the same standards that they hold parents too. No judge should ever put another child in the hands of ANY government agency because CPS nationwide is guilty of more harm and death than any human being combined. When are the judges going to wake up and see that they are sending children to their death and a life of abuse when children are removed from safe homes based on the mere opinion of a bunch of social workers.
