Budget duel is sure to make for long day in House, Senate
http://www.azcentral.com/arizonarepu...sider0515.html May. 15, 2007 12:00 AM Upping the ante in budget negotiations with the Senate, House Republicans plan to bring their proposal to the floor today for preliminary consideration and, later in the day, a final vote. House Republican spokesman Barrett Marson alluded to what is likely to be a lengthy day of budget debate with a note to reporters: "For those interested in covering the entire House budget debate, I recommend you bring sleeping bags tomorrow. And get plenty of sleep tonight." Sen. Bob Burns, chairman of the Appropriations Committee, said the Senate may respond by bringing its competing budget plan to the floor today, as well. advertisement The two budgets each call for roughly $10.6 billion in spending but differ on issues such as tax cuts and funding for roads and schools. Initially, House and Senate leaders said they would attempt to reconcile the differences and move forward with a single proposal. But Burns said those negotiations broke down in recent days. Whatever budget emerges from the Legislature must be signed by Gov. Janet Napolitano. She has indicated she would sign the Senate plan in its current form. • Craps and blackjack ... The tongue-in-cheek suggestion that Arizona should establish a "dust casino" to come up with the cash to pay for clean-air measures inspires the need for a catchy slogan, sort of along the lines of the "slots for tots" drive of several years ago. One lobbyist suggested "craps for HAPs," a very insider-ish reference to hazardous air pollutants. Then there's "blackjack to dispel the hack attack," or perhaps "roll the dice to keep the air nice." The "dust casino" is an idea broached half seriously by Bas Aja, lobbyist for the Arizona Cattle Growers Association. He figures it would take the fundraising muscle of a casino to raise the money needed to bring the Valley's air pollution problems (much of it dust-related) in line with health standards. So far, no one has addressed the dollar side of the clean-air measures in the two budget proposals that are on the table at the Capitol. • Quote of the day: "My question to the governor is what does it take to be fired from this agency?
