Less than two weeks after the state Department of Children and Families
took his son, Michael Anthony Brown got a visit from a social worker and
five police officers who told him the baby was dead.

The 7-month-old, Michael Brown Jr., was reported unresponsive around 8
p.m. Monday at the licensed foster home of a DCF employee on Stearns
Road in Mansfield, authorities said. He was pronounced dead about 10
p.m. at Hartford Hospital.

"They said my son fell off a bed and hit his head and went to the
hospital," said Brown, 47.

"It's just hard — that's my first baby. I had to lose my 7-month-old and
now he's dead and I have to make funeral arrangements."

State police and DCF officials are investigating, as is Jeanne Milstein,
the state child advocate.

The results of an autopsy Tuesday were inconclusive. A spokeswoman from
the state medical examiner's office said more needs to be done before
the cause and manner of death can be determined.

Authorities would not identify the foster mother, but public records and
other sources say she is Suzanne Marie Listro.

DCF spokesman Gary Kleeblatt said the child was in the home of a
licensed foster care provider who also is a children's services
consultant for the department. He said she works on programs that help
older teens with the transition to adulthood.

"Staff at the department feel a great sense of loss regarding this
tragedy and extend our greatest sorrow to the baby's family," Kleeblatt
said.

Milstein said the fact that the foster mother is an employee of the
state agency charged with caring for children raises questions.

"For me, it raises the question of whether DCF is actually able to
subject their employee who is a foster parent to the same standard of
care and level of scrutiny as everybody else," she said.

Kleeblatt said everyone who wants to be a foster parent, DCF employee or
not, has to undergo 10 weeks of training, background checks and a study
of their home.

State police said Michael Brown Jr. was reported to be unresponsive at
the Mansfield house shortly before 8 p.m. Monday and was taken by
ambulance to Windham Memorial Hospital in Willimantic. He was then was
flown by Life Star helicopter to Hartford Hospital, police said.

Brown said he and the boy's mother, 40-year-old Angelica Burgos, were
sleeping at their home in East Hartford when a social worker and police
knocked on their door at 2 a.m. Tuesday.

"Why would a social worker and five police officers come to our door at
2 a.m.? I'm thinking the worst," Brown said.

The couple heard the words, "Your son is dead," and started crying.
Brown and Burgos went to Hartford Hospital but were unable to see the
baby. They visited his body at the medical examiner's office later that
morning. His head was bandaged, Brown said.

"He looked so peaceful," Brown said.

Burgos, who had a history of drug use and mental illness, had traces of
codeine in her system when the baby was born in October. Brown said DCF
became involved right away and gave him custody. The case was closed
roughly three months later, he said.

But DCF took custody of his son on May 9, citing inadequate supervision.
The boy had been left in the care of Burgos' 18-year-old son, and a
relative called the department to report that the child was not with his
parents.

"The household here was wonderful. They took him from my household and
he died," Brown said. "Why wasn't he in a crib?"

No one was home at Listro's residence, a small, Dutch colonial at 260
Stearns Road in Mansfield early Tuesday afternoon. A plastic, child's
lawn mower sat in the front yard of the house, which is set back in the
woods.

A neighbor, James Leta, said Listro, 42, is divorced and has adopted a
boy from Russia who is 5 or 6 years old. He described Listro as "a nice,
sweet girl."

Leta said he saw police cars driving up Listro's long driveway Monday
night but he assumed the house had been burglarized again. Listro's
house has been broken into a few times, he said, adding that his had
been burglarized, too.

He didn't know his neighbor had a foster infant, or that the baby had died.

"That's a shock to me," he said.

Listro used to work as a residential counselor for an organization
called Community Mental Health Affiliates in Bristol, according to
federal bankruptcy court records from a credit card-related case.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.

Children in foster care are three to six times more likely than children
not in care to have emotional, behavioral and developmental problems,
