boot camp?! rehab?! counseling?!

i hold custody on my teenage nephew because his dad is on jail..
and it seems to me that he going to be with his father if he doesn't straight up his act.. i mean.. often times, i was called to the police station because he was caught handing someone drugs.. we already talked about it and still he continues to do so.. i tried to get him into counseling but it doesn't work..
what should i do ? he claims that he doesn't use em.. i mean ? common.. a pusher is always a user..

Rehab counseling can guide the addict to an overall understanding, but they still gotta resolve to get free and be free. Bootcamp sounds like some tear them down, build them back up approach to discovering the underlying issues and developing the strength of resolve to get free and be free.
